Williams should fight guys who weigh near him while Floyd can’t?

I have no problem with Floyd fighting JMM. The issue on weight is a bit silly, but there is a valid point in all of it. If Floyd is small and the same size as Marquez, then why does the fight have to be at 147? If Cotto and Williams were in negotiations, Williams wouldn't require the fight to be at 160.
