From what I've heard, the top sheriff of Arizona does odd things to punish criminals such as putting inmates in tents during summer... saying that if the US troops in Iraq live in tents then criminals don't deserve any better. No AC, btw. This is just one thing but there are a lot of other methods he has tried. Funny but effective.
