We're not just talking about weight. Berto who was 160 fight night, is a really small WW (Even though he started at MW)

Frame is also important, I would say Cotto is a natural WW. While Mayweather had to pack on some serious muscle just to fight there, pretty obvious that Cotto is bigger.

Still, Genero who was 5'11 never faught higher then 140 and didn't look good at 135. Corrales didn't belong at 147 either. 140 could have been his limit even though he didn't fight there.
