In Paul Williams case yes, the welter division is too small for him. Thats the reason promoters dont wanna risk it. Cotto is 5'7. There's no way Arum will ever put him in there with a 6'2 guy thats built like a HW.

Williams should be at 160 +

dude IS SKIN and BONES.... in what way is he built like a heavyweight other then his height? which isnt even tall for HW
