I think the best WW is Cotto.

Cotto because he beat shane mosley. And no one knows if Margarito cheated against Cotto but most of us have come to the conclusion that he did since Cotto was ranked p4p top fighters at that time. While Mosley was coming off a tough win over Mayorga and was a huge underdog in the fight.
