Mayweather is desparate for his next fight to be on regular HBO. He is afraid of being on PPV.
Reason 1 for the duck: Mayweather wants a tune-up fight. So he doesn't want it to be on PPV, because he needs a big name like DLH or Hatton in order to sell. If you put Mayweather in against a no-name for a tune-up on PPV, then we would see that Mayweather can't sell a fight on his own, and he would do terrible numbers.
Reason 2 for the duck: Mayweather fans want to be able to claim that he is the great PPV attraction. So they compare his number from 2007 to the PPV number that have been done in the past year or so, trying to show that he did better. However, it isn't a fair comparison because of the economy being bad during the past year.
Mayweather won't go on PPV now because he knows that his numbers will be terrible, and then people can make a fair comparison between him and Pacquiao, Cotto etc. and realise that he isn't such a great draw.
