No, I don't think it is. Wlad and Vitali are great champions who, IMHO, could compete with most of the top HWs over the last forty years or so. The trouble at the moment is that a lot of possible contenders are still unproven, we just don't know how good the likes of Povetkin, Dimitrenko, Haye and even Arreola actually are. Hopefully that will all pan out over the next couple of years.
