There has to be a year of inactivity without having a fight schedualed to have fighters move up or down the P4P list unless oem major wins or losses happen.

And how long has Hopkins last fought?? Mosley is almost at the one year mark. Cotto has been fighting the top guys in the division. Mosley is just living off one good recent victory.
