I also think it's possible Pacquiao hits harder, only some people completely underestimate him. Still, it's not how hard you punch that wins fights, once again, it's skill. I'm pretty sure Jeff lacy hits harder than Calzaghe these days, but it didn't do him any good at all. Strength means nothing either. If it did (example) Ali would have lost to Foreman.
Skills and speed is more important than any small difference in power. Both Pacquiao and Hatton hit hard, but what should set them apart is everything BUT punch power.
I'll tell you what though, if Pacquiao beats Hatton I'm gonna have fun bumping this thread.
