Why are Hatton and Pavlik not considered as elite fighters???

I remember not long ago, I was reading a poll. Most people in this forum thought Pavlik was a B to C class fighter. Maybe stated the sole reason they got this rating was because they are one dimensional. I agree that both fighters are one dimensional but nothing stops them for being considered as elite. Both fighters have ring title in their respective weight classes but not considered as elite. George Foreman is being one dimensional boxer, but is considered elite. Margarito as well

They are elite! Both dominant in their respective weight classes for a significant period of time.

I think it's just snobbery because they have technical limitations.
