No, he said:

"If I was at a weight category where I could fight the likes of Ricky Hatton, Manny Pacquiao or Floyd Mayweather, then it would be a different story, they are fighters to carry on for."

What he was saying was that there were no hall of famers for him to fight that would create a big buzz, which is why he retired when he did, but if there had been the equivalent in hall of famer terms of a Pacquiao or Mayweather fighting at or around his weight class, he'd have postponed his retirement to fight them. He thought that Dawson had the potential to become a hall of fame fighter but that he hadn't reached that level yet, which was why he couldn't get excited enough about fighting him to postpone his retirement.
