look I think that if Williams want to get a Title shot againts Cotto he can base on that he Vacated his titled he didnt lose it.

But at this point he have made 3 straight fights out of the WW division, and for some reason he reliquished his belt. If he wanted to get the big fight, he would of never vacated is title.

Again wrong he did not vacate his title. WBO doesn't allow a fighter to fight for thier title at 2 weight classes. When he fought Phillips at 154, he had to let go of his WBO title.
