When you have no excess weight to lose, dropping 7 pounds to go to the division below you is hell and infeasible. Especially when we're talking about guys in their late 30s without excess weight to cut.

Campbell is going to 140 from 135, there is no reason for him to skip a division when he has all of that work to get done in that division.

Mosley is only looking for the million dollar paydays, he isn't going to find that in the welterweight division.
