Are you kidding? What has Judah shown anyone recently that makes you think he could beat a top fighter? He has lost every big fight he has had for the last few years and beaten by a few guys that were slow, cumbersome fighters but they managed to beat him pretty well.
Most recently he got a bad beat-down by Clottey, and while I don't think Campbell is as big a puncher as Clottey at that weight, Juadh coming back down after so long would probably drain him some and right now I don't think Judah can beat any top tier fighter.
What exactly do you think would allow him to beat Campbell? Aside from just saying "His speed", what would work against Campbell that Judah still has in abundance that he could use for an entire twelve round, hard fight to win against a guy that can fight hard and box well for the full twelve?
Edit: As Silencers pointed out, it obviously very much depends on how Campbell looks at JWW, but if he didn't lose anything out of the ordinary and gained his usual stamina back from not having to drain, then I see Campbell winning.Comment

He was never able to be King of the heavily stacked 140 division when he was in his utter prime. He got blasted out by then 'King' Kostya in two. His only advantage might be physical size but at his age and being as long at WW as he has, it could adversely effect him.Comment
