In order of importance

1. Resume
2. Accomplishments
3. Skills
4. Longevity
5. Intangables - impact on the sport, charisma outside the ring, highlight reel.

Both. But leaning more towards accomplishment

And yes All-Time P4P and All-Time Great lists would be the same
