It's not as simple as that

They have to gather witnesses, statements, collect evidence, process the evidence, look at previous opponents' statements etc and many things have to be concurrent with one another for them to make a decision. That's how the law operates and how profiling and investigating 'crime scenes' is conducted.

The evidence is just one element. You also have to look at the Mens Rea and the Actus Reus element of the crime too; did they have the mindset to cheat and did they follow through with it? Was it intentional or was it an accident? How much plaster (if any) was involved? Was it enough to make a significant difference? Was it used in previous fights?

Processing a crime scene is a long, complicated and intricate discipline.
