To be honest, Cotto's chin when was weight-drained at 140 was suspect, but he has shown decent resistance against elite fighters at 147, particularly the Shane Mosley war. Cotto's chin at 147 > Cotto's chin at 140. Cleared of wrongdoing? He would have been cleared of wrongdoing as well against Shane if we were to relly on the work of the commision employees.
