It really can't be proven that he done anything against Cotto or previous fights, unless they have the wraps, a witness to something up at least, or an admittal or something. So there's the in ring penalty like there was for Resto, out of the window and likely unproven.

As for Shane, Margo had ok wraps in fight so it's gona be a tricky one to treat it as harshly as some have mentioned because the fact is he didn't have weapons in there or get away with it in fight, the fight was ok. Shane is unlikely to press charges for that reason, and the hassle plus trickiness of such a case being proven.

They have the wraps which they attempted to make Margo fight with, the most we can hope for realistically is an independent commission proves exactly what it is, fines Margarito, suspends for a long period Margo and a few team members whom would have known, install new rules on checking gloves as the commission didn't find the problem.

Even that is very optimistic.

Nope, not unless one of his own people testifies against him. Otherwise there is no proof that he ever used it in a fight or had any knowledge that it was being used ever, including the Mosley fight.
