If all they do is smile, they have nothing on Mayorga.
    He goes into full celebration.

This ain't nothin new. Sometimes it's used to show your opponent can't crack your chin, sometimes it's to hide the fact that he just did crack it.

I know right...it used to be that fighters would shake their head, but after Cinderella Man some fighters have been trying to do their Russell Crowe impersonation.

It seems like he is saying ok lets fight when he raises his hands like that.

Well I think it depends on the boxers personality.

When Paul Williams hit Margarito with weak punches he smiled.
When Shane Mosley ripped his head off Margarito smiled.

I tried to make these two sentences understandable to the boxingscenes standards.

While sparring/fighting I sometimes smiled to rattle my opponent. When I was dodging a lot of his punches and sometimes got hit hard I just smiled to show him he can't hurt me with his seldom landing punches. Unexperienced guys loose their motivation and are going to throw more seldom. Other guys are trying to hit me even harder, which brings em out of their rhythm, they're just throwing knockout punches and forget their boxing.
                    Just an example
