Yeah they caught Mosley by identifying his supplier and they got very thorough records of Mosley's use. That's a little different than accidentally catching him in the act then pressing him for answers about the past.

Mosley knew what he was doing and so did Margarito. The difference is that the BALCO investigation got very thorough records of Mosley's use, which wasn't nearly as extensive as people like Barry Bonds and Marion Jones. Margarito on the other hand was accidentally caught in the act of cheating. There aren't records of his past use like there were for Mosley.
