He was ranked #3 and Marg was #1 so I assumed that he won the vacant title. But there hasn't been any mention of it.

No, the fight wasnt for the ring title. Prob should of been, but Ring Magazine announced before the fight that the title was not up for grabs.

ring title is only awarded mostly for #1 vs. #2.

#1 vs. #3 is rare and only under special circumstances.

It's tricky because of how the top three is made up. Cotto beat Mosley, Marg beat Cotto and now Mosley has beaten Marg so it would be unreasonable to award the title to a number three who was recently beaten by the number 2.
