It's pretty close but I'd give it by the slightest of edges to Tito.

Established himself as a dominant champ at 147. Unified the 154lb titles against two of the then-most feared fighters in the sport. Won a portion of the middleweight title. Plus, he beat a lot of guys first - beat Vargas first, beat Mayorga first, and on and on.

I say Mosley. Mosley has done this thing for years. At 37 he is looked at as the true welter weight champion. Tito had his prime but thats where it ended. Losing to a shot Roy is a huge mark on his record imo. A fighter can be super good in his prime like Tito was but a legend is built when he can dig deep in his later years.

A fighter can also create his legacy during his prime. Or else Roy Jones wouldn't have much of one.

Furthermore, losing to a shot Roy is not a huge mark at all. Not when you were far less active, old and thought washed up years before.

You can make a legacy during your prime, no doubt. To be a legend I think you have to show skills outside of your prime imo. Yes, Roy in his prime was one of the greatest of all time but as soon as his boxing skills left he was done. Thats why I would never put Roy up with some of the all time best and have Shane higher than Roy when it comes to the best fighters of all time. Tito was great but Shane has done so much more and is the more complete fighter, with a better legacy.

You have Shane rated higher than Roy...?

                Ok.

Yes, you act like Roys resume is much better than Mosley. Roy beat a straight up green BHOP, a inactive Tito(which you admitted), and a bunch of em not so great light heavies. I'm sorry but the group of light heavies were garb. Clinton Woods, Tarver, Johnson, and Glen Kelly really aren't that elite. Especially when you lost to Tarver and Johnson. Roy has a good resume but its not any better than Mosley. Mosley was able to fight outside his prime, Roy couldn't. Mosley is the better fighter.
