Lol, it's not like Margarito forced Shane into it. Shane could have taken a worse fight at whatever weight he wanted, but he wanted Margarito, and this is the only way it will be for the WW title, which is another thing Mosley wants, so...
Damn right it is!!! Hell, Mosley's own father tried to sabotage this fight by offering him a saltine cracker... thereby making him WAY to heavy to make weight!

The camera clearly showed the weight as 147.2 the first time. There was no scam and Shane losing .2 lbs won't affect anything.
