I don't think there would be a clear #1. Mainly because Cotto beat Mosley. I would say that there is a way to settle it.
If Mosley win:
Cotto-Marg fight as planned this summer
Mosley fights Clottey around the same time.
The winners fight eachother and I believe you get a #1. The only problem is that leaves Berto out of the picture, but I think he still needs to prove that he deserves to be in the conversation.

if mosley beats williams that would decide who is #1, otherwise mosley will have to rematch cotto.
