Name me one "expert" who doesn't consider Pacquiao as a world champ for the winning the WBC.

That's like saying Floyd Wasn't a world champ at 147 cause he only beat baldomir or Oscar wasn't a world champ at 154 cuse he beat javier Castillejo.

Floyd won the lineal title when he beat Boldomir. How can there be more than one world champion? That's logically impossible.

And I've seen lots of articles by boxing experts that consider Pac to have win two lineal world championships. I have never seen a single boxing expert who thinks that it is possible for there to be more than one world champion at a given weight.
