Berto is not a small welterweight and if he holds a major belt others will come for his head that is how boxing works. Berto is 160lbs on fight night the same as Cotto & Margarito. Guys like Clottey, Baldomir and Williams weight 165lbs or more often on fight night. Boxing divisions are determined by weight not height.
