I would institute a lifetime banishment of Joe Cortez and any other incompetent and/or biased ref..
Hand pick competent and proven judges for title fights..
Cortez caused Rocky to Get robbed in his fight against Dixon - I think judges need to be reviewed under a microscope, Refs need to be competent, but i'd give them a few more chances than i would judges.
