No, Roach is on record saying he doesn't think Manny should fight Margarito or any of the top welterweights apart possibly from Mosely. He thinks Manny has lost some power at welter (after all he couldn't put down De La Hoya despite hitting him with a huge number of power shots), and that his maximum peak fighting weight is junior-welter.

This is Manny's ego overcoming his sense, IMO.
