My question is does Floyd have what it takes to walk through fire and come out unscathed.

The fight should be at 140. That's already fair to both sides.

Floyd hasn't been at 140 in over 4 years.

He has certainly filled out over the years. I would without a doubt consider him a legitimate Welter Weight now. To make 140, he would have to really dehydrate himself. I think instead of a catch weight, a rule stating that they aren't allowed to weigh over 149 pounds on fight night would be fair. Manny and Floyd would both weigh roughly that on fight night anyway, (Manny might be 144-145'ish), despite Manny fighting several divisions lower than Mayweather.

Pacquiao is fast, but are you forgetting how fast Mayweather is as well? Neither of them would have a notable advantage in this department.

Pacquiao was a devastating puncher at 126, 130, not at the deep waters of these weight classes. Floyd although not exactly heavy fisted, has deceptive power due to his pinpoint accuracy, timing and technique. Floyd does have the power to put Pacquiao in serious trouble if caught by the right punch. In the power department I would give a slight edge to Mayweather.

Pacquiao does throw more punches, but it's an ostensible advantage. With scrutiny I hope you'd begin to question if this was indeed an "advantage". Especially against a sharp, accurate counter-punching genius in Floyd Mayweather. One might see it as an opportunity for Floyd to score more points; remember Manny does leave himself open.

Defensively, as even you admitted, it's not even a contest. Floyd has a prodigious advantage, and in my opinion, is what separates Floyd being a good fighter from Floyd being a great fighter.
Floyd is an accurate counter puncher, but due to the volume of Pacquiao's punches I would think Floyd would have a hard time countering 3-5 punches coming at him. And YES Pacquiao "DOES" have better movement than Floyd because in his fight with Dela Hoya, he had a lot of head movement and foot work. Pacquiao would come in with power shots and turn Dela Hoya. Inspite of Dela Hoya's height advantage, Pacquiao was nowhere in sight because of Pacquiao's continuous movement. Pacquiao is the kind of fighter who forces his opponents to fight. Floyd stays in the ropes and waits for you to make a mistake then counter punches you. I strongly believe that Floyd will not have the opportunity to wait around for a strong counter punch. Pacquiao will definitely force him to fight and trade with him.

You make it sound as if Manny has 5 arms, these punches aren't all coming at the same time. Are you forgetting that Floyd is able to punch in between Manny's punches? Manny throwing 3-5 punches translates to 3-5 opportunities for Mayweather. Essentially, isn't that the purpose of counter-punching? Mayweather's fight with Chavez is a brilliant example as to how Floyd effectively deals with volume punching. His fight with N'dou is a good example too. In fact, punching in volume is what brings the best out of Floyd. I know Pacquiao is better than both N'dou and Chavez, but the fact still remains, and worth taking note of.

            Secondly,

Floyd has fought the majority of all his fights in the center of the ring. Yes, there has been moments where he has willingly fought off the ropes, and there has been moments where he was forced to fight off the ropes. However, to elucidate Mayweather's style as "Floyd stays in the ropes and waits for you to make a mistake then counter punches you." is quite naive, and not even worth discussing.

            We'll just agree to disagree.
