Why were Hatton and Oscar made #1 contenders when they fought Floyd?

If someone can give me logical explanation, please explain.

Prior to facing Floyd, Hatton had 1 fight at 147 in which he barely won, went back down to 140 to take on Urango and Castillo, and by reason for which i do not understand, was made the #1 contender at WW to face Floyd. How?

Prior to facing Floyd, Oscar had 1 win over Ricardo Mayorga after a 2 1/2 yr layoff since losing to Hopkins. Ok, so Oscar has 1 win over a guy who was just destroyed by Tito and once again, for reasons which i don not understand, was made the #1 contender at junior middle weight. How?

Exactly...PBF was supposed to be thee #1welter in the world but never even beat a ranked welter in years. Williams?Cotto?Margo?SSM? Top 4 guys didn't face one! Thats why it's a joke!

What puzzles me even more is the fact that some fans are ok with this.

Oscar wasnt the #1 contender at 154, he was the WBC champion before facing Floyd

I recall them saying that Oscar was the #1 contender at JMW when he faced Floyd. Ask Flawless. According to him, Oscar was the #1 contender at that time.

Mayorga was WBC champ after beating Piccirillo

Oscar then fought and beat the weight drained worn out Mayorga

so Oscar was the WBC 154 pound champ
