I believe it should be decided by,''the risks and rewards that a fighter takes",I mean, If ur skills are considered great,shouldnt u challenge a fighter considered fully capable of bettering u to prove it?In mayweathers case,Diego CORRALES,was the last person they considered a genuine risk!!he was favored in his 2 biggest fights with DHL and Hatton!If he were to fight either Margarito,Cotto, or Clottey,I would be the first to admit,he has finally made a genuine case that he is trully great!!win or lose because those guys would be viable threats.I mean almost all great fighters have lost a match,but it doesnt take away from that status!!

Havin memorable fights, beatin everybody there is to beat, winnin titles, and stayin at the top level over a long period of time makes an ATG imo. If PBF is bein used as the case study here, I think he's on the list somewhere, but he could be a lot higher if he'd actually fight the guys he should fight.
