Hope this fight comes off because it should be a good one. But Penalosa hasn't done **** with this title since winning it a year and a half ago. He fought one easy defense, he avoided fighting Mares and now there is talk he will give up his title rather than fight Morel. Hasegawa and Moreno should be rated far ahead of him among the bantamweight champs until Penalosa actually does something
