Breland had an awesome jab and a solid right hand which came behind it. I can't really remember him taking on anyone his own size (height) though. Aaron Davis was relatively close (2-3 inches), but he fought nothing like Paul Williams.
I think they'd have a lot of close rounds through 6 or so, then Williams would begin to take over with with sheer numbers. More and more punches would find Breland cleanly, while Breland would be reduced to just the jab and some desperation power shots here and there.
Williams lands a volley of punches which hurt Breland and the ref steps in to stop it in the 10th round. It would be interesting to see how Williams would fare against an opponent with a strong jab who could actually match his physical dimensions though.
Really though, what got me wondering about this is that I was watching Starling Breland II. Seeing how tall he was at welter had me thinking how he'd fare against Paul.
I think Pauls workrate propels him to victory as well.
To be fair, I haven't seen much of Breland to make a true assessment though.
