I guess if he comes back to boxing, hes not going to do it just for the money...hes got enough of it. If hes coming back its also for his legacy, and to silence all critics.
He knows if he comes back now just to fight Pacman, he risks a loss (thin chance, but real chance) and if he wins he just adds money to his bank, but critics would say again and again that he didnt answer his question at 147. If hes going to return to boxing and get what he wants he knows he has at least 2 fights to do: fight Pacman and Margarito.
If everything goes as it should, Pac wins against Hatton and Marg wins atgainst Mosley and Cotto again. Hes gonna be there to study em a bit more (see how Pac does against a more live opponent than Shot Hoya) and let em both be a little softened by their opponents (Mosley and Cotto are going to hit Margarito a lot, while he wins anyway).
Being he smart, he wants to make sure he comes back at the right time to make the less number of fights while getting the best both moneywise and legacywise from them.
