how can any filipino be in the u.s. and not speak english? english is philippines 2nd language isn't it? don't they teach in english in school?

They do. Can't tell about public school(only went during the 1st grade) but in private schools, english is more practiced in the classroom. When i was still a kid in Philippines, there are American tv shows. But since my last vacation to Philippines(5 years ago), some of the American shows, specially children shows, are being shown with tagalog.
