Phillips was the IBF champion and relinquished his belt in order to get the payday against Williams. If the IBF wasnt trying to force a mandatory on him, Williams would be the IBF 154 champion. So now he has his eyes set on the belts at 154 since the beltholders (Margarito being one) dont want to fight him. But let you tell it, Williams needs Margarito.
