There is likely some african ethnicity in him.

Many times though atleast where Im from if someone has a spanish name and is from central or south america they will be considered latino even if they look black unless they are like a tarver black and even then they can get labeled into a separate category from standard english speaking african americans. Its a mix up in ethnicity versus nationality, but I dont see the big deal in worrying about it so much. Besides if they dont have enough details of their family tree to go back far enough then they wont really know for sure all of their ethnicity, so you are just speculating based on appearance. Thats where nationality is easier to use, I would just call him cuban. You could call him partially black if you wanted or not its not a big deal.
