Why?

Manny Pacquaio has shown more consistency over a HIGHER quality of opponents...in other words he's more proven.

YES calzaghe did beat two hall of famers in roy jones jr and bernard hopkins but you have to take into consideration at what stage of their career were they in at the time of said fight.

Pacquaio has fought some modern day legends in their PRIME...

He's record and resume overall is much more stable.

Calzaghe's wins (for the most part) have come from no name fighters or B level competition (like he's wins over peter manfredo jr or bika).

My answer and opinion is Manny Pacquaio.
