Something is Seriously Wrong with BoxRec's Welterweight Ratings

I know boxrec is not to be taken serious but why the hell do they have Shane Mosley in the #2 spot, I mean I like Mosley and I know he is a great fighter but not top 2 material in the welterweight division maybe he could be 4 or 5 but defienetely not 2.
