I remember reading that he had 23 losses, and I wondered where loss 23 was.

The commentator in Rocky 1 said "he's lost 20 times", when he was walking to the ring against Apollo.

He lost that, that's 21 losses. He's inactive, then comes out of retirement to win the rematch. He defends his title a bunch of times before losing to Lang. He wins the rematch, beats Drago, and retires.

Dixon was an exhibition match.
