Sometimes legends need work too...not saying that's the case here, just a possibility.
Also (and I despise myself for even saying this), sometimes it's tough to put leather on a smaller, more agile and mobile fighter like Pacman. Maybe Oscar is just after some tips and tricks he may not have learned yet.
