Some martial artist might do it for spiritual reasons or maybe to help give them the feeling of being dazzed during a fight but it's not a good idea on the sport side.
Most are just pot heads.

It is going to do more bad than good either way.

Some MMA fighters do, for various reasons. Grapplers do too. I'm not sure of all the reasons but one is that it numbs pain.
