Oba Carr picked the wrong time to come up at welter.

I would say Rocky Juarez...I think he has the talent but he came up with some beast in his division...

            Herol "Bomber" Graham.

Brilliantly skilled, unbelievably hard to hit, a stylistic nightmare for anyone. People say he didnt have much of a chin but getting caught clean by Julian Jackson would put anyone to sleep. He was schooling Jackson the whole fight and also gave Mike McCallum one of his toughest fights.

Was avoided by the likes of Hagler and Chris Eubank. Eubank apparently floored him in the first round of sparring then got schooled for the remaining rounds and said he never wanted to see Graham again.

Just found this interview of Joe Calzaghe saying Herol would've given him the toughest fight out of all the British middleweight legends - Benn, Eubank, Watson and Collins. Quite the endorsement.

I agree with that. Graham was very talented. even an old version of him was badly beating Brewer until he started getting beat up late into the fight.
                probebly would have beaten Eubank.

Ibeabuchi comes to mind. With Golota there's always the question of whether he was truly good or Bowe was just shot. The Lewis fight was uncontroversial. Augustus perhaps deserves a mention.

I think Graham would have been the toughest fight for the likes of Jones, Toney, Hopkins etc. out of all the British fighters of the time.
