It's the 'BA's version of having a title claimant continue to pay sanctioning fees while the actual strap holder recovers from injuries until an "undisputed" 'BA champ is crowned.

Valuev is the regular champion but Ruslan will be granted the opportunity to fight him (or whoever Valuev loses the belt to) when Ruslan requests it. I think this is time limited to June 2009.

So Chagaev is not the champion anymore and Valuev is the proper WBA champion but Chagaev has a shot at the champion before June 2009!
