Dude, everyone else in the division is either ****house or relatively unknown. It is just a terrible division at the moment, he has to fight someone. It's not like he is ducking anybody, he fought the best in Wlad and he is now fighting arguably the most dangerous in Vitali. WHat it tells me is that the standard at HW right now is so poor that old shot fighters are managing to hang around the top for longer than they should be.

Well if he wants that WBC belt, and wants to keep it, that's who he needed/needs to fight. The Toney fights were eliminators, the Maskaev fight was for the WBC belt, and he has to fight the "champion emeritus".

but to be fair he is the underdog against vitali so its alright

Toney hasn't fought at Middleweight for more then 15 years. That's by far his natural weight now. Plus, they were eliminators decided by the WBC.

Also, when Vitali relenquished his title, the WBC gave him terms that if he were to ever decide to return to the ring, he would automatically fight for the title against the current holder. Vitali obviously sees the Heavyweight division at a weak point, and sees an oppurtunity at risking a fight against an average champion. Now is better then never as he aint getting younger, otherwise it'll be a case of 'what could have been'.

(1) The HW division is terrible and most of them are old.
(2) Sam peter is probably older than all of them including Vitali K

peter isn't picking on anyone one...
if you aren't impressed by his record that only shows you the state of the division..
