I think he's also pissed off that Vitali tried to jump to the front of the line after a 2 year layoff right after Peter had just won 2 eliminators against Toney and was in line for the next shot at Maskaev.

That whole fiasco left Peter on the shelf for 10 months for no real reason, and Vitali still hasn't fought since then (that was January 2007).
