Dynamic IP makes that difficult, especially if he lives in a larger city. If he's on a static IP, he could be IP banned easily, but his ISP probably doesn't do static IP's (cheaper to use dynamic IP's, since most areas have more users than allocated IP addresses and they can rotate IP's, essentially forcing everyone to share a large trunk), so unless they were to ban as many as 1000 individual IP's or more, he'll still be able to get access to this forum.

I tried the "ignore list" thing a couple of times...proved ineffective for me, as I kept having to read some of their posts anyway, just so I could keep track of the conversation.

I don't think it's that they take offense, just that what you have to say is so useless and unimportant, most people prefer not to bother.
