I think this writer, once again, is wandering aimlessly in uncharted waters, he really should tighten up his syntax.

I've always understood that Harold Ledermann is the OFFICIAL HBO scorer. Of course by WBO, IBF, WBA and WBC rules he's "unofficial" since he isn't working for them, in fact not on their horizon at all.

But he IS working for HBO, which therefore, makes him the OFFICIAL HBO scorer.

At least, logic says so.
