It'd cost EA too much to get Mayweather alone, one of the reasons (I read) he wasn't in Prizefighter is because he wanted more than the game's budget. EA have a ton of money, that is true but they wouldn't spend more than what is necessary to make the game appealing, they know it's a popular franchise and will sell regardless. EA want to make money first and foremost and some of those names would cost a bomb and lower the game's profit margins.
