In Toney's case I think it had a lot to do with him being a cruiserweight before Joe Calzaghe even won his first world title. Roy too was at LHW before this point, though a fight at least could feasibly have been made at LHW with Joe going up. If you're looking for fighters it is ridiculous that Roy didn't face at 168 the look no further than Chris Eubank, Nigel Benn, Steve Collins and Gerald McLellan, all of whom actually shared the division with Roy. What makes it even more ridiculous is that at 168 Roy was perceived to be in need of fighting some good opponents, but for some reason these guys never even came onto the radar.

Been over most of these, but there is video of Merchant commented on Steve Collins turning down an offer to fight Roy Jones Jr by pricing himself out of the fight. It's in the commentary before the Roy vs. Lucas fight. I mean unless Merchant and HBO were in league with Roy to help him duck credible challengers at the time. Oh wait- before every one of his fights around then pretty much all you heard was them (ESPECIALLY Merchant) talking about how people thought Roy should fight better challengers, etc etc. So yeah, I'm pretty sure it was Collins being ridiculous as is evidenced by the price out. Collins had no name to even try to demand such a price out. But there you have it.
And yet, all I hear about is how Collins retired because "Roy jones wouldn't fight him".
PS. Gerald was pretty much in a COMA before the fight had a chance to be talked about for real. It's shameful to bring him up.Comment
